How to read this dashboard
Not every number belongs in the same trendline. State, city, metro, and national figures use different geographies, universes, and methods. This color system is used consistently throughout every tab.
NYS — New York State (ESD ecosystem, statewide)
NYC — New York City only (NYCEDC)
Metro / Tri-State — Broader metro region (NYCEDC/DCP, BLS QCEW MSA)
National / Peer clusters — US, CBRE rankings, peer markets
Future signal — Projected, announced, not current employment

Best use of this dashboard: Treat state evidence as strongest for statewide role demand and program strategy. NYC evidence is strongest for city sector trends, LifeSci NYC programs, internships, and Kips Bay pipeline assets. Metro and national evidence provides context and benchmarking but should not be directly compared to state or city figures.
Scale & Geography
Four distinct geography lanes — each measuring a different universe. These figures should not be summed or directly compared across lanes.
Geography Lane Framework
The core methodological principle: NYS, NYC, Metro/Tri-State, and National each have separate treatment because available sources use different geographies, industry definitions, and worker universes.
| Lane | Headline jobs figure | Best data source | Trend data | Best use |
|---|---|---|---|---|
| NYS | 70,000 jobs | ESD Life Science Initiative 2025 | ESD annual report; NYS DOL 2022–2032 projections | Statewide strategy, regional specialization, occupational training, program funding |
| NYC | 18,800 jobs (2024) | NYCEDC State of NYC Economy 2025 | City sector trends; project/program pipeline | NYC sector trend, LifeSci NYC programs, Kips Bay, internships, local access strategy |
| Metro / Tri-State | ≥149,950 (2022 context) | NYCEDC/DCP metro report; BLS QCEW MSA files | QCEW Q1 2021–Q1 2025 benchmark series (lower bound) | Benchmarking regional cluster vs. U.S. QCEW using consistent source and NAICS |
| National | 2.1M (CBRE 2025); 1.91M (QCEW) | CBRE Talent Trends 2025; BLS QCEW | QCEW national series; CBRE peer-market rankings | National denominator; benchmark for MSA concentration, share, wage context |
Workforce Scale by Geography Lane
Do not sum or trend across lanes. 70,000 (NYS), 18,800 (NYC), ~42,000 (broader NYC ecosystem), and ≥149,950 (metro context) are all valid but measure different universes. The QCEW MSA lower bound of 59,721 (Q1 2025) is a separate public benchmark for a narrower industry stack.
QCEW Metro Lower Bound vs. National (2021–2025)
BLS QCEW area files — the only section where direct benchmarking is fully valid because both sides use the same source, quarter, ownership, and NAICS definition.
Metro Location Quotient — NAICS 5417
Lower-bound LQ measures specialization relative to U.S. A value above 1.0 indicates above-average concentration; 2025Q1 value reflects suppressed NAICS rows.
QCEW Benchmark Table (Metro vs. National)
| Period | Metro lower-bound jobs | National jobs | Metro share | U.S. share | Lower-bound LQ | Suppressed NAICS |
|---|---|---|---|---|---|---|
| 2021 Q1 | 117,945 | 1,741,975 | 1.62% | 1.47% | 1.10 | 3391 |
| 2022 Q1 | 94,133 | 1,856,602 | 1.20% | 1.48% | 0.81 | 3391; 6215 |
| 2023 Q1 | 125,953 | 1,907,975 | 1.55% | 1.48% | 1.05 | 3391 |
| 2024 Q1 | 85,437 | 1,910,326 | 1.06% | 1.46% | 0.72 | 3254; 3391 |
| 2025 Q1 | 59,721 | 1,912,928 | 0.73% | 1.46% | 0.50 | 3254; 3391; 6215 |
Suppression note: The 2025 Q1 metro lower-bound of 59,721 reflects suppression of NAICS 3254, 3391, and 6215. The true metro count is higher than this floor. Volatility in earlier years is also driven by changing suppression, not purely by employment change.
Trends
Employment and ecosystem signals over time — organized by geography lane to preserve comparability. Trend signals are strongest within their own lane.

Metro / QCEW
Metro QCEW Jobs & National Jobs (Q1 2021–Q1 2025)
Key Trend Narrative
NYC Jobs Change 2022→2024
−9.7%
From 20,800 peak to 18,800. Post-pandemic correction, not structural collapse.
NYCEDC 2025
NYC Establishments 2022→2024
+4.2%
More companies forming even as employment per company contracted. Healthy seed-stage signal.
NYCEDC 2025
NYC VC Growth 2023→2024
+87%
$1.9B raised in 2024. Strong venture capital signal precedes hiring by 12–24 months.
NYCEDC 2025
Reading the trend: The divergence between employment decline (−9.7%) and VC surge (+87%) is not a contradiction. Venture capital leads employment by 1–2 years. The strong 2024 funding cohort suggests employment is likely to grow in 2025–2026 — which aligns with the SPARC, Regeneron, BioGenesis, and CZ Biohub announcements.
Occupations
NYS Department of Labor statewide occupational projections (2022–2032). These are statewide figures — do not describe them as NYC-only or national values.
Scope note: Projections are NYS statewide across all industries, not life-science-only. Annual openings include both growth and replacement demand. These are the most actionable public figures for workforce planning.
Annual Openings by Occupation (NYS 2022–2032)
Annual openings = growth + replacement demand. This is the most useful workforce planning metric — more actionable than net change alone.
Projected Growth Rate by Occupation
Median Annual Wage by Occupation (NYS)
Full Occupational Projections Table
| Occupation | 2022 Employment | 2032 Projected | Net Change | Growth % | Annual Openings | Median Wage |
|---|---|---|---|---|---|---|
| Clinical lab technologists & technicians | 18,860 | 23,810 | +4,950 | 26.2% | 1,835 | $86,964 |
| Medical scientists | 7,540 | 8,790 | +1,250 | 16.6% | 705 | $87,257 |
| Biological technicians | 4,350 | 4,900 | +550 | 12.6% | 625 | $60,348 |
| Biochemists & biophysicists | 1,440 | 1,600 | +160 | 11.1% | 156 | $98,006 |
| Biological scientists, all other | — | — | — | 14.7% | 198 | $95,596 |
| Microbiologists | — | — | — | 8.7% | 98 | $88,181 |
| Biomedical engineers | — | — | — | 10.9% | 47 | $120,363 |
| Chemical technicians | 2,670 | 2,700 | +30 | 1.1% | 293 | $59,291 |
Key workforce planning insight: Clinical laboratory technologists and technicians dominate every metric: most openings (1,835/yr), highest net growth (+4,950), highest growth rate (26.2%). This makes technician and applied-science pathways the highest-return investment for community college and employer-partnership programs.
QCEW Wage Context: Scientific R&D Services (NAICS 5417)
The only publishable QCEW row for the metro area. This is an industry payroll signal, not an occupation salary table — use alongside DOL OEWS for occupation-specific wages.
| NAICS | Industry | MSA Avg Employment | MSA Avg Weekly Wage | U.S. Avg Weekly Wage | MSA/U.S. Ratio |
|---|---|---|---|---|---|
| 5417 | Scientific Research & Dev. Services | 59,721 | $4,693 | $4,207 | 1.12× |
Benchmarks
Peer-cluster comparisons using CBRE 2025 talent rankings and public QCEW data. CBRE provides useful market narrative; QCEW is the reproducible public benchmark.
Methodology note: CBRE uses proprietary methodology and is not aligned to canonical QCEW NAICS definitions. Use CBRE for peer market narrative and rankings. Use QCEW for reproducible benchmarking. Do not mix them in the same comparison without a caveat.
Top U.S. Life Sciences Clusters — Workforce Scale
VC Funding by Cluster (2024)
NIH Funding by Cluster (FY2024)
Peer Cluster Full Comparison Table
| Cluster | Total LS Workforce | R&D Talent Rank | Mfg Rank | NIH FY2024 | VC 2024 | Notes |
|---|---|---|---|---|---|---|
| Boston–Cambridge | ~130,000 | #1 | #1 | ~$3.1B | ~$7.3B | Newly surpassed NY-NJ in manufacturing rank in 2025 |
| San Francisco Bay Area | ~147,000 | #2 | Top 5 | ~$2.0B | $8.6B+ | Largest workforce globally; largest VC globally confirmed (CBRE Apr 2025) |
| Washington D.C.–Baltimore | — | #3 | Top 5 | ~Top 5 | Top 5 | Not in top 4 manufacturing (CBRE 2025 top-4: Boston, NY-NJ, Houston, SF) |
| New York–New Jersey | ~83,000 specialized; ≥149,950 metro | #4 | #2 | $3.55B | $1.9B (NYC only) | Strong #2 NIH; Boston surpassed in manufacturing in 2025 |
NY-NJ competitive position: NY-NJ ranks #4 in R&D talent and #2 in manufacturing. The $3.55B NIH ranking (#2 nationally) is a genuine competitive advantage. The primary gap vs. Boston and SF Bay Area is in VC scale — NYC's $1.9B (2024) vs. $7.3B+ (Boston) and $8.6B+ (SF). The 87% NYC VC growth in 2024 is a signal that this gap may narrow. Note: statewide NY life sciences VC reached $2.4B in 2024 per the Partnership for New York City (Aug 2025), up 700% from $311M in 2014 — the $1.9B NYC-only figure and $2.4B statewide figure are not interchangeable.

Strategic Projects
Major investments and initiatives shaping future demand, training capacity, and commercialization activity. All are forward signals — do not add to current employment totals.
Important: These projects should be presented as future demand signals, infrastructure signals, or program signals — not current workforce numbers. Adding projected job counts to current employment data will overstate the workforce significantly.

Recommendations
Five evidence-based strategic priorities derived from the workforce data, occupational projections, and project pipeline.
1
Scale technician and clinical lab pathways
The largest scalable opening volume sits below the most elite research roles. Community college and applied-degree pathways with paid work-based learning offer the highest return on public investment.
Evidence
1,835 annual openings for clinical laboratory technologists and technicians — more than all other tracked occupations combined. 26.2% projected growth rate through 2032.
2
Fund employer intermediation infrastructure
Smaller firms often cannot organize their own pipelines. The connective tissue — internship coordination, matching, employer engagement, tracking — is the missing public good.
Evidence
LifeSci NYC: 1,000 placements at 220+ companies, nearly 45% offer conversion rate. LaGuardia pilot ($550K) models the approach for community colleges.
3
Use region-specific strategies
NYC, Long Island, Buffalo, Saratoga, and Albany are not solving the same workforce problem. A generic statewide model will underperform for all of them.
Evidence
BioGenesis (Long Island) → CGT manufacturing; Roswell (Buffalo) → cell therapy; SPARC (Manhattan) → translational operations; Regeneron (Saratoga) → manufacturing + R&D.
4
Expand GMP and translational operations training
Major capital is flowing into cell and gene therapy manufacturing infrastructure. The supply of GMP-qualified workers is the bottleneck — not the facilities.
Evidence
BioGenesis ($430M), Roswell GEM ($98M), SPARC, and CZ Biohub all create demand for GMP, bioprocess, quality systems, translational operations, and regulatory roles.
5
Model federal funding uncertainty scenarios
Academic research is the primary feeder for future company hiring. Tighter federal budgets reduce the pipeline 2–5 years before it shows up in industry employment.
Evidence
ESD notes unpredictability from changing federal biotech research priorities. NY received $3.55B NIH in FY2024 (#2 nationally). FY2025 showed a significant decline: AAMC data shows NY received ~$2.85B in FY2025 NIH R&D grants — a reduction of ~$532M. NIH nationally issued 5,564 fewer grants in FY2025. Build a base-case and constrained-funding scenario for workforce planning.
Methods & Caveats
The guardrails that make this dashboard defensible for review and reuse. Each metric is encoded with its proper use case.
The core methodological fix: This dashboard intentionally keeps NYS, NYC, Metro, and National evidence in separate lanes. They use different geographies, industry definitions, and worker universes. Mixing them in a single trendline or summing them creates a misleading picture — the kind that can create confusion in formal review.
Metric-by-Metric Caveats
NYS 70,000 NYS jobs
What it is: ESD-defined commercial life-science ecosystem statewide. What it is not: QCEW-defined industry employment. How to use: Statewide program strategy and total ecosystem scale. Do not compare directly to QCEW metro lower-bound (59,721) — different geography, different definition, different base year.
NYC 18,800 NYC jobs (2024)
What it is: NYCEDC city economy life-science sector definition for New York City only. What it is not: A subset of the 70,000 NYS figure, nor the metro total. How to use: NYC sector trend analysis, LifeSci NYC program context, city-level strategy. Use NYCEDC as the source and note city-only scope.
NYC ~42,000 broader NYC ecosystem
What it is: Broader life-science ecosystem measure from NYCEDC Kips Bay Vision Report — includes direct, adjacent, and induced economic relationships. What it is not: A direct life-science industry employment count. How to use: Adjacent ecosystem scale context only. The 1.05M health/life-sciences/public health figure from the same report is not a direct life-science employment count — it includes healthcare broadly.
Metro ≥149,950 metro cluster jobs (2022)
What it is: Broader metro cluster figure from NYCEDC/DCP 2022. What it is not: The canonical QCEW MSA benchmark — different methodology, broader geography, different base year. How to use: Context for the scale of the tri-state cluster. State clearly that it is a 2022 metro context figure, not the public QCEW benchmark.
Metro / QCEW 59,721 metro lower bound (Q1 2025)
What it is: BLS QCEW four-NAICS stack (3254, 3391, 5417, 6215) for the NYC MSA. Three of four NAICS rows are suppressed in Q1 2025 — so this is a lower bound. How to use: The only directly reproducible public benchmark in this dashboard. Describe it explicitly as a lower bound due to suppression. Volatility between years reflects changing suppression as well as actual employment change.
Future SPARC Kips Bay — 15,000+ jobs / $42B impact
What it is: 30-year projected economic impact of the SPARC Kips Bay project announced at the December 2025 groundbreaking. What it is not: Current employment. How to use: Present as a future demand and infrastructure signal only. Do not add to any current employment total.
National CBRE peer-market figures
What it is: CBRE proprietary talent ranking using a broad life-science employment construct. What it is not: A public microdata source aligned to QCEW NAICS definition. How to use: Useful for market narrative, peer context, and competitive positioning. The reproducible public benchmark is BLS QCEW (1.91M national Q1 2025), not CBRE's 2.1M figure.
Sources & Data
All sources organized by tier: primary operating metrics, contextual benchmarks, and future/project signals.
Source Tiers
Tier 1 — Primary operating metrics. Use directly to support claims. Cite geography scope.
Tier 2 — Contextual benchmarks. Use for competitive framing. Note private methodology.
Tier 3 — Future/project signals. Use as demand and infrastructure signals only.
